A Staten Island judge has thrown out New York City's rollout of Mayor Zohran Mamdani's new "pied-a-terre" tax on luxury second homes worth over $5 million, ordering the administration to cancel notices sent to property owners and restart the process. Justice Wayne Ozzi ruled the city improperly sent notices to roughly 17,000 homeowners before determining which properties actually qualified, after the Department of Finance later found about 35% of those flagged were actually primary residences not subject to the surcharge. The city says it plans to seek a stay of the ruling.
